University of Colorado Denver Plans Hyderabad Campus, First Cohort in 2027

The Campus Review

October 8, 2026

The University of Colorado Denver has received a Letter of Intent from India’s University Grants Commission to establish a degree-granting location in Hyderabad. The CU Denver Hyderabad Campus plans to welcome its first cohort in August 2027, subject to regulatory approval. CU Denver said it is the first American public university to receive an LOI for a campus in India, while the location would be the first foreign university campus in Telangana.

The project aligns with India’s National Education Policy 2020 and will be supported by Emeritus as CU Denver’s strategic joint venture partner for campus development and non-academic operations.

What the Letter of Intent Means

The Letter of Intent marks an important step toward establishing CU Denver’s Hyderabad location, but it does not mean the campus has received final permission to begin operations. CU Denver must continue through the applicable UGC regulatory process before the planned August 2027 launch.

Under UGC regulations, foreign higher education institutions must complete multiple statutory conditions and administrative steps before they can officially launch academic operations:

  • Regulatory Compliance: CU Denver must satisfy all applicable UGC requirements before the campus can officially open its doors.

  • Institutional Governance: The university stated it will continue working through the formal UGC regulatory process while coordinating with regional and national authorities.

  • Academic Review: Specific degree programs, curricula, and institutional structures remain subject to ongoing review and approval by the commission.

  • Stakeholder Consultation: The university will consult with domestic academic partners, higher education bodies, and industry leaders throughout the development phase.

What the CU Denver Hyderabad Campus Will Offer

CU Denver stated that the Hyderabad location will offer programs designed to combine academic learning with practical, industry-aligned training. The curriculum will focus on interdisciplinary education, applied learning, and career readiness.

The university announced four primary fields for its initial academic offerings:

  • Business: Programs focused on organizational leadership, enterprise practices, and modern market management.

  • Computing: Coursework centered on computer science fundamentals, applied software development, and modern computing tools.

  • Engineering: Hands-on technical education that integrates problem-solving with engineering systems.

  • Analytics: Training in data interpretation, quantitative analysis, and actionable business insights.

These fields are also increasingly connected to developments in AI and technology-focused university education.CU Denver indicated that it will propose additional academic disciplines to the regulatory commission for approval beginning in its second year of operations.

Why Hyderabad Was Chosen for CU Denver’s India Location

The selection of Hyderabad highlights the city’s strategic importance within India’s economic and technological sectors.

  • Emerging Education Hub: The planned CU Denver location adds to Hyderabad’s growing role in India’s international higher education landscape.

  • Corporate and Tech Density: Hyderabad hosts major multinational technology companies, pharmaceutical campuses, and engineering centers, providing local context for applied coursework.

  • Longstanding Student Connections: Students from India have attended CU Denver’s home campus in Colorado for decades, giving the university an established network of alumni and academic ties in the country.

  • State Support: Telangana has actively sought to attract foreign academic institutions to bolster its technical workforce and educational capacity.

What CU Denver and Emeritus Leaders Said

In a statement, leaders from CU Denver and Emeritus highlighted their goal of expanding access to CU Denver’s applied learning approach for students in India.

“Expanding access to high-quality education has long been central to CU Denver’s vision and goals. Our plans in Hyderabad build on that commitment, as well as our longstanding connection with students from India who have been part of the CU Denver community for decades.”

Kenneth T. Christensen, PhD, Chancellor of CU Denver

“The proposed University of Colorado Denver | Hyderabad marks an important step in bringing globally relevant education closer to students in India. CU Denver’s focus on applied learning, interdisciplinary education, and career readiness is particularly relevant to the aspirations of today’s students and the needs of a rapidly evolving workforce.”

Ashwin Damera, Co-founder and CEO of Emeritus

What Prospective Students Should Know

While the announcement is a notable event for students considering international degrees,

several practical factors remain in development:

  • Admission Criteria: Specific eligibility guidelines, standardized testing policies, and application deadlines have not yet been released.

  • Tuition and Fees: The official fee structure and any potential scholarship opportunities will be announced as operational plans advance.

  • Degree Details: The specific degree titles, program structures, and credit-transfer arrangements will be confirmed after the remaining regulatory process.

  • Operational Roles: CU Denver will oversee academic governance, faculty standards, and curriculum delivery, while Emeritus supports non-academic infrastructure and administrative operations.

The planned CU Denver Hyderabad Campus represents a significant step in the internationalisation of higher education under India’s National Education Policy 2020. If the required regulatory approvals are completed, the location could give students in India the opportunity to pursue CU Denver programs without relocating to the United States.

Its progress through India’s regulatory framework will also be closely watched as more foreign universities explore establishing campuses in the country.
